Taxis and Private Hire

Most people believe that any vehicle that carries passengers for reward is a taxi, but strictly speaking there are two types of licensed vehicle hackney carriage and private hire vehicles.

Where we refer specifically to taxis - we usually mean Hackney Carriage Vehicle - Taxi.

We licence both types of vehicle and drivers licensed by us may drive both vehicle types under a Dual Use Drivers Licence - Hackney Carriage & Private Hire. We also licence Private Hire Operator's Licence who may invite or make bookings for private hire vehicles.

We are also responsible for setting the Icon for pdf Current Hackney Carriage Fares Card 2019 - [115.79KB] that can be charged by taxis, but we do not set the maximum fares for private hire.

Somerset County Council is responsible for taxi ranks, because they are sited on public roads. The implementation and maintenance of these ranks is their responsibility. However, we do liaise with them due to our relationship with those we licence in the taxi trade.

Dual Use Drivers Licence - Hackney Carriage & Private Hire

To drive a Hackney Carriage or Private Hire Vehicle, you must become licensed by following the process detailed below.

Hackney Carriage Vehicle - Taxi

We licence vehicles for use as hackney carriages.

Private Hire Vehicle

If you plan to drive a vehicle as a taxi, you should first apply for a dual use driver's badge as that usually takes longer to process.

Private Hire Operator's Licence

Private hire vehicles and drivers may only be dispatched by a licensed private hire operator

Wheelchair Accessible Vehicles

Section 167 allows licensing authorities to maintain a list of "designated vehicles", which is, a list of wheelchair accessible vehicles (WAV) Hackney Carriages and Private Hire Vehicles licensed in their area.
