This meeting will be held at 6.30pm. This will be a virtual meeting.
In light of the Government's most up to date guidance and rising Covid numbers, the Leader of the Council has agreed that this meeting should not meet physically but be replaced by an informal meeting of the Cabinet. The informal meeting of the Cabinet will be held completely virtually.
Virtual meetings cannot make formal decisions. Instead, the informal meeting will act as a consultative meeting, making recommendations on each of the items put before them, and the Chief Executive will be asked to decide on them in line with the Cabinet's recommendations using his emergency delegation. This arrangement is in accordance with the Council's Constitution.

5 SCEEG ANNUAL THREE POINT PLAN
Part of the remit of SCEEG (Scrutiny Climate and Ecological Emergency Working Group) is to develop an annual three-point action plan of core projects to address priority areas in support of the Council's climate change and biodiversity objectives.
6 SCEEG TREE RECOMMENDATIONS
A presentation was given at Scrutiny in November 2021 detailing all current and planned actions by the Council in relation to trees. Upon reviewing that presentation SCEEG (Scrutiny Climate and Ecological Emergency Working Group) has put together a list of further recommendations for Cabinet to adopt.
7 POLICY DP7 SPD AND NET ZERO CARBON TOOLKIT
This report introduces a draft Supplementary Planning Document (SPD) providing guidance on the interpretation of Local Plan Policy DP7; Design and Amenity of New development, incorporating guidance on energy efficiency, sustainable construction and renewable energy.
It also recommends that Cabinet endorses the Net Zero Carbon Toolkit as technical guidance to help developers and homeowners move towards net zero carbon building.
8 MEDIUM TERM FINANCIAL PLAN UPDATE (LOCAL GOVERNMENT FINANCE SETTLEMENT)
The current Medium Term Financial Plan covers the period from 2021-22 to 2023-24. The new Plan will be approved by the Council in February 2022.
