New National Lockdown 3 grants and November grants

The Local Restrictions Support Grant is a mandatory grant for rated businesses only, that have been legally ordered to close their premises.

Note: The application form for National Lockdowns in November and for January-Mid February 2021 have now been combined so that businesses can apply below for either or both grants on a single online form.

If you have already submitted a pre-approval form please do not complete a full application form as well, unless asked to do so by an officer, or in case of a significant change of details.

Which businesses are eligible?

All businesses required to close as part of measures introduced for national lockdown are eligible for this scheme. The same businesses that are eligible for the LRSG (Closed) Addendum: 5 January onwards scheme are eligible for CBLP

For rated businesses legally ordered to close from 5 November - 1 December 2020 only (if not yet claimed)

The rate of payment will be:

  • for properties with a rateable value of £15,000 or under = £1,334
  • for properties with a rateable value of £15,001 to £50,999 = £2,000
  • for properties with a rateable value of £51,000 or over = £3,000

For rated businesses legally ordered to close from 5 January - 15 February 2021

The breakdown rate of payment will be:

  • for properties with a rateable value of £15,000 or under = £2,001
  • for properties with a rateable value of £15,001 to £50,999 = £3,000
  • for properties with a rateable value of £51,000 or over = £4,500

In addition:  A one off 'top up payment' called the Closed Business Support Payment (CBLP).

  • for properties with a rateable value of £15,000 or under = £4,000
  • for properties with a rateable value of £15,001 to £50,999 = £6,000
  • for properties with a rateable value of £51,000 or over = £9,000

Plus:  5 days in Tier 4 (31 December 2020 - 4 January 2021)

  • for properties with a rateable value of £15,000 or under = £238
  • for properties with a rateable value of £15,001 to £50,999 = £357
  • for properties with a rateable value of £51,000 or over = £536

Therefore, total (Jan-mid Feb) rate of payment will be:

  • Total with rateable value of £15,000 or under = £6,239
  • Total with rateable value of £15,001 to £50,999 = £9,357
  • Total with rateable value of £51,000 or over = £14,036

Exclusions

Only rated businesses legally required to close as part of measures introduced initially for the period 31 December to 4 January, and then again with the national lockdown commencing 5 January are eligible to receive this funding. Therefore, the following businesses are excluded:

  • Businesses that are able to conduct their main service because they do not depend on providing direct in-person services from premises and can operate their services effectively remotely (e.g. accountants, solicitors) are excluded.
  • Businesses in areas outside the scope of the national restrictions, as defined by Government, are also excluded.
  • Businesses that have chosen to close but not been required to will not be eligible for this grant.
  • Businesses which have already received grant payments that equal the maximum levels of state aid permitted under the de minimis and the COVID-19 temporary state aid framework

Preventing fraud

The government will not accept deliberate manipulation and fraud - and any business caught falsifying their records to gain additional grant money will face prosecution and any funding issued will be subject to claw back, as may any grants paid in error.
