COVID-19: Local Restrictions Support Grant December 2020

For hospitality, leisure and accommodation businesses which were legally ordered to close; eligible for Christmas Support, or were open but severely impacted during Tier 2 & 3 restrictions between 2 December and 30 December 2020.

COVID Tiers 2 and 3 Grant Funding

Local Restrictions Support Grant (for closed businesses) 

This grant is payable to businesses on the rating list that were legally required to close because Mendip was subject to Tier 2 Restrictions from 2 December to 25 December. Such businesses included wet-led pubs and bars, which do not operate as restaurants.  A wet-led pub is defined for this purpose as one where less than 50% of its income comes from food sales.

To qualify, a business must be one that was closed to in-person services (even if it offered a food or alcohol takeaway or collection service) Check if you're eligible for the coronavirus Local Restrictions Support Grant (for closed businesses)

The amount paid varies according to the rateable value of the property as follows:

Rateable value £15,000 or less will receive £667 per 14-day qualifying restriction period.

Rateable value £15,001 to £50,999 will receive £1,000 per 14-day qualifying period.

Rateable value £51,000 or above will receive £1,500 per 14-day qualifying period.

Exclusions

  • Businesses which were able to continue to operate during the restrictions because they do not depend on providing direct in-person services from their premises, or were not been mandated to close
  • Businesses that chose to close, but were not required to close by law as part of a local restrictions
  • Businesses that have reached the state aid limit
  • Businesses that are not the ratepayer

 



Christmas Support for Wet Led pubs (CSP)

This is a one-off payment of £1,000 for wet-led pubs.

A wet-led pub is defined for this purpose as one where less than 50% of its income comes from food sales.

Businesses that are also in receipt of other Local Restrictions Support Grants can also receive this grant (subject to eligibility).

Businesses must have been trading on 30 November 2020 (the day before this scheme was announced) to be eligible to receive funding under this scheme. Where local restrictions were preceded by national 'lockdown' measures, requiring the closure of businesses that are otherwise eligible, it is accepted that those businesses were still trading.

Exclusions

  • The grant is not intended for restaurants, cafes, nightclubs, hotels, snack bars, guesthouses, boarding houses, sporting venues, music venues, festival sites, theatres, museums, exhibition halls, cinemas, concert halls and casinos.
  • Businesses whose grants to date equal the maximum levels of State aid permitted; Businesses that are in administration, insolvent or where a striking-off notice has been made.

Payments cover the period from December 2 to 29 and applications need to be received by January 31 2021.

 



Local Restrictions Support Grant (Open)

This grant is payable to businesses in the accommodation, leisure and hospitality sectors that were not required to close but were severely impacted a result of Tier 2 and 3 local restrictions being imposed. Check if you may be eligible for the coronavirus Local Restrictions Support Grant (for open businesses)

A rateable value of £15,000 or under will receive £467 per 14-day restriction period

A rateable value of £15,001 to £50,999 will receive £700 per 14-day period.

A rateable value of £51,000 or above will receive £1,050 per 14-day period.

Exclusions

  • Businesses that have reached the state aid limit
  • Businesses that are able to continue to trade and are not severely impacted as they can continue to provide their service normally
  • Businesses that were established after the introduction of the restrictions
  • Businesses in other sectors (e.g. retail, wholesaling, administration etc.)
  • Businesses that are in administration, are insolvent or where a striking off notice has been made are not eligible for this scheme

Important

As businesses may have been allowed to open while under Tier 2 restrictions, but ordered to close under Tier 3, a pro rata calculation and payment will be made based on individual businesses, rateable value and the legislation that applied at the time.
