7             INTRODUCTION TO THE GROUP COMMANDER OF THE DEVON AND SOMERSET FIRE AND RESCUE SERVICE

Martin Carnell will be invited to meet full council as the recently appointed Group Commander of the Devon and Somerset Fire and Rescue Service.

10           SECTION 151 ARRANGEMENTS - STATUTORY FINANCE OFFICER

Richard Bates appointment was confirmed by Full Council in July 2020 for an initial 6 month period. It is now proposed that this interim appointment is extended until end March 2021.

11          2021-22 TO 2025-26 CAPITAL STRATEGY AND 2021-22 DETAILED CAPITAL INVESTMENT PROGRAMME

The purpose of this report is to introduce the new Capital Strategy and make recommendations on level of the Council's Capital Budgets and the associated funding requirements spanning 2021-22 to 2025-56

12          MEDIUM TERM FINANCIAL PLAN 2021-22 TO 2023-24 AND DETAILED REVENUE BUDGET FOR 2021-22

The purpose of this report is to set out the Medium-Term Financial Plan for 2021-22 to 2023-24 and to make recommendations on the level of the Council's Revenue Budgets, the Band D Council Tax and Special Expenses Rate for 2021-22.

15          UPDATE ON PROGRESS TO ADDRESS THE CLIMATE AND ECOLOGICAL EMERGENCY

17           PAY POLICY STATEMENT

The Localism Act 2011 (the Act) requires all Councils to produce and publish a pay policy statement.  The contents have been determined by the Act and related guidance and statements must be approved by Full Council
