Flood Risk Assessment
A Flood Risk Assessment (FRA) is required for with all applications for new-build development located in:
- Flood Zones 2 and 3
- all proposals for change of use resulting in uses falling within the "more vulnerable" or "highly vulnerable" use classifications as set out in the National Planning Policy Framework and the Technical Guidance on flooding.

A Flood Risk Assessment must:
- Identify and assess the risks of all forms of flooding to and from the development including surface water drainage;
- Demonstrate how these flood risks will be managed, taking climate change into account.
- The Council will expect its district wide Strategic Flood Risk Assessment to be used as a starting point.
