The Chair will give details of the evacuation procedures. The induction loop for hearing aid users will be explained. Mobile phones should be switched to silent.

9 REPORT OF THE SOMERSET JOINT INDEPENDENT REMUNERATION PANEL
The report that is attached as Appendix 1 has been prepared by the Somerset Joint Independent Members Remuneration Panel and is submitted for consideration by Full Council. The Chairman of the Panel, Mr Graham Russell, will present the report to Full Council.
10 CAPITAL STRATEGY AND DETAILED CAPITAL PROGRAMME
The purpose of this report is to introduce the new Capital Strategy and make recommendations on the level of the Council's Capital Budgets and the associated funding requirements spanning 2020/21 to 2024/25.
11 TREASURY MANAGEMENT STRATEGY STATEMENT AND ANNUAL INVESTMENT STRATEGY
Approval is sought for the Treasury Management and Annual Investment Strategy for the forthcoming financial year 2020/21.
12 MEDIUM TERM RESOURCE STRATEGY (MTRS)
The purpose of this report is to make recommendations on the level of the Council's Revenue Budgets, the Band D Council Tax and Special Expenses Rate for 2020/21.
13 2020-21 COUNCIL TAX SETTING
This report presents a recommendation for the resolution required to set the Council Tax for the financial year 2020/21. The recommendation is based on a flat £5 (five pounds) increase on Council Tax for the 2020/21 year. This represents an increase of 3.19%.
14 CORPORATE PLAN 2020-2023
The purpose of this report is to present for consideration and adoption a new Corporate Aim and Priorities and seek adoption of a new three year Corporate Plan for the Council.
15 UPDATE ON PROGRESS TO ADDRESS THE CLIMATE AND ECOLOGICAL EMERGENCY
On 25th February last year, a Climate and Ecological Emergency was declared at Full Council. As part of that declaration, the Council agreed a series of priorities. This paper reports of the progress that the Council is making to meet the commitments of the declaration.
16 CHANGES TO THE CONSTITUTION
Following the decision of Full Council in May 2019, a review of the Council's Constitution has been undertaken. This report seeks Full Council approval to an updated Constitution.
17 THE FUTURE OF LOCAL GOVERNMENT IN SOMERSET
This Report sets out the work conducted to date, looking at the options for the future of local government in Somerset, and suggests an option of further collaboration and integration as being the preferred option moving forward.
18 ADOPTION OF THE INTERNATIONAL HOLOCAUST REMEMBRANCE ALLIANCE DEFINITION OF ANTI-SEMITISM
Central Government is guiding Local Authorities to adopt the International Holocaust Remembrance Alliance (IHRA) definition of Anti-Semitism. This paper asks Council to agree adoption of the definition and inclusion in codes of practice and guidance.
19 ATTENDANCE AT MEETINGS - AUTHORITY TO EXEMPT (COUNCILLOR CAROLINE MCKINNELL)
This report seeks approval from Council to exempt Councillor McKinnell from attending any meetings of the Council and its Committees and Sub-Committees due to a request for a short sabbatical for personal reasons.
20 PAY POLICY STATEMENT 2020-2021
The Localism Act 2011 (the Act) requires all Council's to produce and publish a pay policy statement.

To discuss any motions that have been submitted to Council.

To discuss any questions submitted by the public in accordance with the Constitution.
