8 UPDATE FROM THE LEADER OF THE COUNCIL
A verbal update was provided by the Leader of the Council
9 JOINT INDEPENDENT REMUNERATION PANEL
This report, at the request of Mendip District Council, is a review and assessment of the Basic Allowance (BA) and indexing recommendations contained in the Panel report of October 2015, that were implemented by the Council's decision in October 2015. The report touches on other elements of the Members' Allowances Scheme where no changes are currently being recommended.
10 MENTAL HEALTH CHAMPION REPORT
The Council continues to promote and support mental wellbeing of staff, residents, members and partner organisations. This is an update on the work around mental health and next steps.
11 CAPITAL STRATEGY AND 2019/20 DETAILED CAPITAL PROGRAMME
The purpose of this report is to introduce the new Capital Strategy and make recommendations on the level of the Council's Capital Budgets and the associated funding requirements spanning 2019/20 to 2023/24.

12 2019/20 TREASURY MANAGEMENT STRATEGY
Approval is sought for the Treasury Management Strategy for the forthcoming financial year 2019/20.
13 MEDIUM TERM RESOURCE STRATEGY (MTRS)
The purpose of this report is to make recommendations on the level of the Council's Revenue Budgets, the Band D Council Tax and Special Expenses Rate for 2019/20.

14 PAY POLICY STATEMENT
The Localism Act 2011 (the Act) requires all Council's to produce and publish a pay policy statement. The contents have been determined by the Act and related guidance and statements must be approved by Full Council.
15 MOTIONS TO COUNCIL
Councillor Shane Collins raised a motion to declare a climate emergency.
