Final stage of consultation on key planning document
7 February 2017
Mendip is launching a final stage of consultation on an important new planning document which sets out the council's requirements when planning permission is sought for the change of use of a community facility, such as a village shop, pub, community hall or employment site.
The first stage of consultation took place in November and December last year and now the council is asking for views on the amended document.
Council policy states that applicants must demonstrate that sites in these types of use are no longer needed before planning permission for a change of use can be granted. The new Supplementary Planning Document has been drafted to set out the minimum requirements for marketing and also sets out the evidence that will be needed to show that adequate marketing has been carried out.
Changes proposed as a result of the previous consultation include:
Removal of a requirement for properties to be advertised monthly in the printed press (the requirement for online marketing remains)
Adjustments to the process for valuation
Inclusion of reference to Neighbourhood Plans prepared by parish, town and city councils
Inclusion of reference to wider regeneration objectives.
Cllr Nigel Woollcombe-Adams, Portfolio Holder for Planning, Growth and Housing Services, said: "This new planning document provides clear and helpful advice to developers on their responsibilities when planning for the loss of community facilities and local employment.
"In doing so, it should also reassure our communities that cherished local facilities such as pubs, shops and jobs will not be needlessly lost where they have a viable future."
Council policy aims to ensure that community facilities and employment sites that are viable are retained, whilst allowing those that do not have a long term future to be put to other productive uses.

Comments are invited from 10 February until 10 March 2017.
