Once the Markets Officer is happy that the regulations have and will be fulfilled, then can council will issue an Authorisation to Trade.

Charities wishing to rent a stall pitch at any of the markets should apply for a street trading licence with the relevant Town / City Council.

Mendip Markets Shoppers Charter

Mendip District Council has introduced a Shoppers Charter in each of its stall markets at Frome, Glastonbury, Shepton Mallet and Wells. A copy of the Charter is displayed at each market. The charter is promoted by the National Association of British Market Authorities, of which Mendip is a member.

The charter aims to give reassurance to customers when buying goods from a Mendip market and make shoppers aware of their legal rights. The charter includes an outline of the law and gives advice on what to do if you incur a problem.

FAQs

Do I need a Licence if I want to hold a market?

Mendip District Council has historical market rights acquired by Act of Parliament, charter and purchase in the towns of Glastonbury, Frome, Shepton Mallet and Wells. If you intend to operate the market on public or private land within six and two third miles of any of the District Council's legally constituted markets, then you'll need to apply for the the Council's consent. This also applies to car boots and events where there are more than five sellers and it is being run on a commercial basis.

In all cases, if you do not have the District Council's consent, then you are contravening the Council's market rights and committing an unlawful act subject to legal action.

Market Rights Consent is completely independent of any planning or other licensing requirements. A charge may be made if permission is granted.

The Market Rights Factsheet explains how the council is enforcing its market rights, the different criteria and if fees & charges apply.

To apply for Market Rights Consent, complete the Market Rights Application form and return it back to us.

Do I need planning permission if I want to hold a market, car boot or event?

You'll need planning permission only if your market or car boot operates on more than 14 days per calendar year. However, it is always advisable to check with Mendip District Council's Planning Department to confirm that you are operating within current planning legislation.

How do I make a complaint about a market?

In the first instance, you should take your complaint to the Markets Officer who will be on-site whilst the market is taking place. If your complaint relates to Wells Market, then you need to contact Stuart Beeton, Markets Officer, on 07590 965426. If your complaint relates to Frome, Glastonbury or Shepton Mallet Markets, then you need to contact Mark Miller, Markets Officer, on 07814 425321.
